Safety Certification of LED Lamps that can Replace Fluorescent Lamps

The Korean Agency for Technology and Standards(KATS) announced that it will establish new safety standards on LED lamps which can replace fluorescent lamps. The Agency also announced plans to conduct voluntary safety certification.

Fluorescent lighting devices are equipped with a ballast. In this regard, LED lamps with energy conservation effects cannot be used and only fluorescent lamps can be used in fluorescent lighting devices due to compatibility issues.

So far, only the manufacture and sales of LED lamps using external converters was permitted. For such lamps, the ballast can be removed and the converter can be externally installed. However, with the new measure, LED lamps with built-in converters (compatible), which allow LED lamps to be used in fluorescent lighting devices, will now be permitted for manufacture and sales.

As the safety standards on LED lamps with a built-in converter have been officially announced on Feb. 25, consumers can now purchase highly efficient LED lamps which have undergone a three-month safety test and certification and replace fluorescent lamps with LED lamps at their homes and offices.

The safety standards for LED lamps which can replace fluorescent lamps in fluorescent lighting devices are currently under discussion in international standardization organizations, and international standards are expected to be established around 2014.

Some Korean LED lamp manufacturers have already entered overseas markets which do not impose mandatory safety standards, and as the lamps can now be sold in Korea, Korea will be able to lead the international standardization of LED lamps and enhance technology.

Going forward, KATS will conduct a safety test on U-type LED lamps which can replace single-capped fluorescent lamps with a lamp base on only one side, and reflect the possible hazardous factors in the safety standards so that the LED lamps can be manufactured and sold in markets.
